Support Services for Special Populations
This section of Equity Review Process addresses
equity issues related to supplemental services
offered for students with unique needs in the
district. These students include English language
learners, students with disabilities, homeless
students, students who are pregnant or have
children, and other students that may be deemed
at-risk of failing or dropping out of school.
The process requirements include:
- Services for English Language Learners
(English
Language Learning Program) - An English
language learner is defined as a student whose
primary language is not English AND his/her
proficiency in English is such that the
probability of the student’s academic success in
an English-only classroom is below that of an
academically successful peer with English
language background.
- Services to Students with Disabilities
(Special
Needs and Exceptional Education Program) -
Both federal and state laws require that certain
processes be put into place for students with
disabilities. Services to students with
disabilities are to be provided in the least
restrictive environment that will meet their
needs.

- Gifted and Talented Education Program
(Talented
and Gifted Program) - Districts are required
by state standards to have a program to meet the
needs of gifted and talented students. The
program must include the following: a valid and
systemic procedure for identification, a
qualitatively differentiated program to meet
cognitive and affective needs, support services
including materials and staff, and a procedure
for annual review and evaluation.
