Student Government
A student government in any school may be organized within the framework
of guidelines established by the building principal.

Student Organizations
Student organizations shall supplement and expand the educational program.
Each organization must have the approval of the building principal. A faculty
member shall serve as advisor to each organization.
Secret societies and fraternities and gangs are not allowed in any school
as provided by the Code of Iowa.

STUDENTS
School Publications
School publications are vital and necessary tools of education to be utilized
in teaching students the purposes and functions of mass media in a democratic
society. Students who participate as editors and staff members shall be offered
the opportunity to gain educational and realistic experiences in the concepts
of the provisions of the First Amendment to the Constitution that asserts
the freedoms of the press and speech.
The criteria for the inclusion of a story or any other material in the
publication shall be determined by the journalists and the advisors, considering
restrictions relating to libel, privacy, contempt, obscenity, and copyright.
Students should be provided with a professionally trained advisor to teach,
to advise, and to counsel them in the achievement of an accepted, responsible
journalism. They should provide a forum for all diverse opinion, to serve
the interests and needs of the reading public, and to provide news and commentary
that is accurate, fair, objective, and honest.

Social Events
All school-sponsored social events shall be under the control and supervision
of professional school personnel. Approval for an event shall be secured
from the principal of the building involved and placed on the school calendar
before any public announcement is made. Hours, behavior, and activities related
to social events shall be reasonable and proper.

Athletic Eligibility Requirements
Any Davenport Community School district student participating in a program
sanctioned by the Iowa High School Athletic Association or the Iowa Girls High
School Athletic Union will need to meet the requirements stipulated in the Iowa
Code 281-36.15 under 36.15(2) Scholarship Rules.
The Superintendent has authority to act in behalf
of the Board on all matters affecting athletic
eligibility of students in those cases to which the
Iowa Department of Education regulations require
approval of the Board and/or Superintendent.

STUDENTS
Athletic Eligibility As It Pertains to In-District Transfer
Any student who is granted transfer under the In-District Transfer Guidelines shall be eligible for participation in athletics
in accordance with District Administrative Regulations provided the
athlete meets all state and local eligibility rules and regulations.
.There will be Administrative Regulations developed that will include an appeal
process.

STUDENTS
Crowd Control at Athletic Events
It shall be the responsibility of the administration to establish procedures
and guidelines for crowd control at home athletic events. A building
administrator or a designated representative shall attend all home events
and direct the crowd control.
Law enforcement officers, and school staff may be used to maintain
proper control at all events.
It shall be the responsibility of each building principal to file a written
report with the Superintendent or superintendent's designee regarding any severe disciplinary problems as soon as possible after the occurrence.

Interscholastic Athletic Eligibility
The superintendent has authority to act in behalf of the Board on all
matters affecting athletic eligibility of students in those cases to which
the Iowa Department of Education regulations apply requiring approval of
the Board of Directors and/or superintendent.

STUDENTS
Attendance at Events Outside of School
Events in which students participate during school hours or as representatives
of the school but at places outside of the school must be sponsored and
supervised by professional school personnel. Rules of behavior shall be the
same as at any in-school activity or meet.
The Board has no control or responsibility for any school
child when the child is in the custody and control of his/her parents or
other agencies.
Students and teachers participating in unauthorized or unapproved events
are not covered by the District's insurance policies.

STUDENTS
Intermediate School Band Uniforms
The standard uniform for intermediate school concert band members shall consist of white
shirts or blouses and dark trousers or skirts. An accepted alternative
would be shirts or blouses and trousers or skirts that reflect school colors.
Uniforms are to be purchased or made by the band members.
A sweatshirt, jacket, vest, or similar outer garment may be worn with the
uniform.

STUDENTS
Non-School Athletic Participation
A student who is participating in a sport sponsored
by the District may participate in that same sport
as an individual or as a member of a team in an
outside school event, during the same season. The
student, coach, parent/guardian will coordinate a
plan for dual participation.
Such outside participation shall not conflict with
the school sponsored athletic activity.

Student Distribution of Non-Curricular Materials
The Board recognizes students may wish to distribute materials in school
buildings that are non-curricular. Non-curricular materials must be approved by
the building principal prior to distribution.
It is the responsibility of the Superintendent or superintendent's designee, in conjunction with the
building principal, to draft administrative regulations implementing this
policy.
